Access is for rapid application development*, backed by a database that doesn't need a server (JET, which is basically SQLite but ten years earlier), or a third-party database that IT supplies (SQL server, or anything else that supports ODBC). Access is designed to let your office manager, who isn't a programmer, sling together a database-driven GUI program capable of automating the department's workflow, despite there being no server at all, just basic network locking.
