I doubt anyone's in a rush to get/share the latest version, since arguably the only significant change is eevee-next, and it's only been out for a couple months. sure there's qol stuff like realtime comp, but most of the tuts should still be relevant without changing anything.
also there's no such thing as "3.8", it's 3.6 -> 4.0 -> 4.1 -> 4.2. unless you meant 2.8? in which case yeah, there'd be quite a few changes since.
