OP, when you read manga, you read it in English right? So what's stopping you from creating a manga in English. Are you concerned that if it's in English, then it would be a comic?
By definition, manga is made in Japan. Even if you make a visual novel in Japanese, technically it still won't be a manga, because it wasn't made in Japan. but it doesn't matter.
Don't get hung up on labels. Manga, comic, visual novel, who cares? It doesn't matter what people say it is, that doesn't change the content of your work. You can still have your anime-eyes, spiky hair, and Japanese settings. Hell, you could even have it mostly English with some Japanese phrases like "It's a ducky mask". Let the critics and the publishers decide what box to put it in, it will still be the story you told and told the way you wanted it to be told. Just look at Avatar:The Legend of Korra, it's in English, but it takes stylistic cues from anime.
And lastly, don't assume that something is lesser quality just because it's not Japanese. Read Shaun Tan's The Arrival. It's an Australian picture book, but it tells an interesting story in an engaging way.
