I have started to experience an annoying and consistent stutter in Black Ops 3 in the main menus, and seemingly random fps drops that happen every few seconds in actual game play regardless if anything intensive is happening in the game. I have tried everything I can think of to fix the issue, from almost every conceivable combination of graphics settings, to nuking the graphics drivers with DDU and then installing drivers that are over a year old.
I have finally narrowed down the issue to something that is running on my PC, as the problem disappeared when I booted with diagnostic startup enabled in system configuration. I just can't figure out what specific service or program is causing the issue at this point.
