Streaming services constantly buffering in the evening

When watching streams (twitch/netflix in particular) whatever I'm watching will start buffering every few seconds. This only happens in the evening though, while online gaming is completely unaffected. I ran a speed test just now while the lag is insufferable and, accordingly, I get exactly what I pay for (30/10 mbit - 11ms). Downloading also seems to run every bit as fast in the evening as any other time of the day, it's literally only streaming services that are affected. Browser type doesn't seem to matter either. Chrome lags, Firefox lags.

Is there anything at all I can do about this, or am I just gonna have to accept watching 144p in the evening as my lot in life? Windows 10, if relevant.
