WISH.COM then that sucks. You should use a USB 3 port because these can go over 1 ampere of current whereas the USB 2 is half an amp which is too little for many external drives.
After you plugged it in, you might hear the drive head move a little bit and the drive spindle might even spin to verify to itself that it is working. At least the good DVDR drives do that. Even if it doesn't move, you should see an icon for the DVDR drive appear on the THIS PC explorer window. Verify that it does appear which will at least show a physical connection was made.
If it doesn't work on the laptop, verify the external DVDR drive works on a regular desktop PC.
If your drive was delivered to your porch, I bet the delivery person just flung it down, took a picture of it lying at your front door, and then he or she ran off because they have a nearly impossible delivery speed schedule to meet by a certain time of day before they collect their full pay.
