I don't like it one bit, but, I would not be imputing my bank account details directly on the page, it redirects me to the bank page (that uses https), I make the payment and I get redirected to the insecure site.
Am I completely safe doing this? I don't want even the slightest chance of having the possibility of having my bank account compromised, I'd rather bother and go personally to pay this bill instead, but maybe I'm being too paranoid.
