without the oil, getting the rare materials for those would be near impossible, but you can use it as some weird oasis that actually has power and stuff.
Nuclear power could be part of the oasis, as the nuke plants would also get hit by the EMP
Basically, the EMP's would have fried everything. Stick with the realism that that kinda shit like compressed air cars woudnt work etc.
