Pro tip, if you have run any programs that tweak windows like win10 debloter. it may have disabled a few telemetry components, which makes the step recorder fail to launch without any giveing errors.

You have to:
> open regedit
>go to:Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\AppCompat
>check to see if "DisableUAR" has been set to =1.
>Set it back to 0 and it will work just fine.
