The good news is that the OST only sucks on the Gamecube version and is completely untouched on the Dreamcast version. The bad news is that all the extra stuff in Legends is not in the DC version along with the encounter rate being significantly higher. I've personally never had a problem with the encounter rate in the original DC outside of the final area but it may be a deal breaker since it is quite high.

Also, if Rhythm Heaven was a good choice then maybe look into Gitaroo Man, Rhythm Thief and HarmoKnight. All have combat to some extent but it's masked as Rhythm if that's a problem.

Have you looked into VN's and Point and Click adventures? The Monkey Island games might be a good choice, those game have no combat.
