I know that /qa/ was frozen before in 2017 or 2018 (the year they did the April Fool's where they merged boards) because so many people were spamming /qa/ wanting /mlpol/ back that mods got sick of that shit and did the freeze. The posting freeze lasted a full month, but the catalog was totally intact. It was pretty effective too, there was practically no /mlpol/ spam left over.
The fact they're leaving /hap/ and /nah/ up give me a little hope, at least. Maybe they'll restructure the rules a bit.
