Make sure you're using an adblocker if you download from tusfiles or userscloud. I heard JDownloader helps with multiple large files as well, if you want to download an external program to speed the process up a bit.
Volume 25 (which has all of the 1999-2000 strips) won't be released until May, so you'll just have to wait for that one. Other than that, though, it has all 24 volumes.
