>Open gif as layers>Open cartoon panels as layer>fit one layer of the gif to the open space (I didn't bother, too lazy)>copy those dimensions to the rest of the gif frames>Copy the cartoon panel so that there is a copy above every gif frame layer in the layer box>Merge each cartoon panel layer to the gif frame layer beneath it>Go to Filters along the top and hover down to animation/optimize as gif>export as gif and be sure to click on "as animation" (took me a few tries before I noticed)>You now have a gif that is technically a series of the cartoon panel, but nothing other than the original gif moves
