Their publishers or imprint or title manager may hire one of those professional services that continually scan various sites for certain titles and then immediately sends a takedown notice worded in that host country's legal language.

e-hentai.org and there are fans of authors that notify authors their works are being pirated. On top of that, some small publishers try to create demand for their own products by sending out DMCA notices even for authors that they don't publish (eg On Takahashi). This is because pirated works of OTHER authors is known to relax demand for other authors that are not pirated.
On Takahashi is an example of someone that actively tries to stop manga piracy by obtaining permission from authors to submit DMCA requests on their behalf to various download sites and gallery sites in order to remove download info and links.
