You do not need "skills" to make a mediocre wojack meme. Look at the picture you posted, it can be broken down into four parts.
1. The copypasted "coomer" wojack that you can find with a quick google search.
2. Headphones that were paintbrushed on, probably using a mouse and probably without any edits made or any artistic skill
3. A radio antenna that was taken from Google images and still has the stock photo watermark on it
4. Text that you can place there in one or two minutes using a text tool.
I'd recommend
paint.net for making it but you can also just fire up mspaint or whatever equivalent your OS has to make it. The reason you see these memes crop up everywhere is because they're low effort trash, if this was something that needed people to request others to make it it would've never taken off.
