My brain just keeps going to Hinata (Naruto) and Wicke (Pokemon); both of whom are really fitting in theory but, alas, for some random reason I'm like "naaaaaaaaaah". I like them a lot actually but I'd not "include them in this specific harem".
Pic related has the hair, face, lingerie and lewdness - boobs could be bigger - but the schoolgirl outfit with those colors ruins it. Does she have a different official outfit maybe? Like this it would feel like a stretch to include her but also a shame to exclude her.

With that said, the whole concept of boat girls is annoying to me. This one is hot, hair is alright (I'd prefer purple) but the outfit is not appropriate + has to much red.
