I just called that safeway and asked them about their lost and found policy. They said they would have thrown it away in about a week if it didn’t have an official ID in it. You are years too late to have made this inquiry. Assuming that the cops didn’t steal it and destroy it to send you a message that you weren’t welcome, this unfortunately means that your backpack and art have certainly been sent either to a landfill or a waste-to-energy plant and have by this point become irreparably destroyed.
