Yes. Cartoons produce the best results by far. However, it's possible to do live action stuff too, with more limited results. Also, the tools for working with photographs tend to have more options so it's harder to figure out the best way to process an image. Here's my current best attempt that image. I can probably get it better with some more experimentation. There are also paid tools which do a great job with this kind of thing (ie. Gigapixel AI) that I am not willing to purchase at this time.
