So far the only anime I know that fit this description are: Redo of Healer, Interspecies Reviewers, Yosuga no Sora, and Kite. I hope I haven't found them all.
Shuumatsu no Harem is close but it isn't consistent or explicit. Basically, I need ecchi right on that borderline of hentai. I know there are a couple of shows that have 5-minute episodes that fit this criteria too, like the one where a guy crossdresses and seduces this girl. I have seen a few, but I can't remember their names. I'll accept those recommendations too.
