But if you select from the world of Files instead of the world of Photos, files do have filenames, and Safari will use the filename it's passed.
There's no big conspiracy, it's just 4chan is being weird by not ignoring the filename header, so you get weird behaviour when you're uploading something that doesn't have a filename.
* of course they have filenames on the actual filesystem, but they don't within the virtual environment apps run in.
