The main character is young and with his older brother, they go down I think a train tunnel and a gang stops them. Even when the train is coming they cant leave. The older brother dies and the main character gets out. Fast forward and the main character is all grown up and moved out of that town. But he gets a job offer so he and his wife move back there. That same gang hasn't aged and are tormenting our main character and his wife now. And the movie ends I think with the main character back in the train tunnel and he has the courage to do the thing that would've saved his brothers life all those years ago.

I think Charlie sheen was in it, but I snooped around his filmography and couldn't find it.
