The Bin folder on system/bin is the Binary folder, not the thrash. Photos deleted should appear on the Deleted Images folder, unless:
1) The folder was deleted from a computer while connected via USB. In this case all photos and images on the internal phone memory are completely erased with no way to restore them, and the ones in the SD card are deleted, but can be restored using recovery software.
2) If there's an app like Android Trashcan or similar, the deleted images should be backed up on that app directory.
3)If the phone is configured to immediately delete old files, so the image will not be stored in any way, like in most old versions of Android.
