When I was a kid I used to play this online dress up-esque game.
It was about decorating the scene into a city. It was pixel artwork and in isometric view. I remember you could choose from 3 types. The first I think was a regular type, one was a more modern future type city, and one was a snowy city.

The snowy one was my favorite and you could place in roads, houses, sky scrapers, little people, etc.
