OP, I got curious and looked around. There are some old lists of upscaled anime floating around, like this:

but a list of anime that HASN'T been upscaled seems trickier to find. Everything I saw suggests you might be better off checking each series individually. Even if they're not upscaled, that doesn't guarantee the remaster is up to par.
