Hello, I want to make art for a text adventure I'm making, to make it not a text adventure anymore. The thing is I can't draw. My PC sucks too bad to run Blender or other 3D software. Is there anything like that I can use to make art for a game? Just character portraits would be fine but scenes would be cool too.

You could edit and then trace over stuff with Gimp or something. Just an outline and some fill colors. Then maybe shade it a bit and add details. You can make backgrounds this way as well.

Depends on how bad your PC is.
You can use blender on low poly or with linux on most potatoes with decent results.

After that you have your premade assets and shaders, just needs to be dressed up and posed

No idea what the pc requirements for those are, but I'm assuming they should be less demanding than blender.
If all of that doesn't work you can try going the "Frank's Adventure" rout and just trace anime art with some pallet changes and some tweaks here and there.
If none of these sound good to you I'll gladly offer my services as an artist. I don't charge much, I work fast, and I'm completely free atm. I'll post my twitter if you are interested.
