You need to cut off all ties with globohomo products and services such as Microsoft Windows.

You can at least easily turn it off
Settings>Lock Screen>Background and change the pulldown onto something other than Window Spotlight

You don't need to lose Spotlight:
- on old builds you can turn off the tips in the menu
- on new/current builds do pic related

Why even use spotlight when you can set the lock screen to be a solid color, which does not functionally reduce your laptop in any way
