So for some reason my download speeds are capped at 220-250Kb/s every time I download something, except when I download from google drive or a handful of other places, at which point it goes back to its normal speed of around 6-8Mb/s. This happens in all browsers on my PC, but not on my android phone. Steam also downloads things at their normal speed. I already tried disabling my antivirus and the problem still remains. what the actual fuck is going on here?
