I know it's a lame answer since it's really vague, but, it's atmosphere. It's such a quiet show with the exception some scenes like the shooting at Cyberia which makes them stand out even more. Also just the general transhumanist themes.

Look through more of Yoshitoshi ABe's stuff
Texhnolyze is the most similar 'Atmospherically' and shares transhumanist themes, if that's what you want.
Albeit a lot less quiet than lain is.

hmmm. This might not be what your looking for but I always think that Evangelion and this show go kind of hand in hand. Its got some quiet atmospheric scenes that let you slow down and process what just happened. Its a bit more slice of life-y at the beginning though.

I'll check out all of these, thanks. Knew I was going to have to watch Evangelion at some point anyway. Texhnolyze seems oddly hard to find though, hope I don't have to buy DVD's

if youve ever seen some lain animations or screenshots that look off compared to the artstyle of the anime or are something that never happened in the anime, its most likely from this
