I have started to experience an annoying and consistent stutter in Black Ops 3 in the main menus, and seemingly random fps drops that happen every few seconds in actual game play regardless if anything intensive is happening in the game. This did not happen the last time I played several months ago. I have tried everything I can think of to fix the issue, from almost every conceivable combination of graphics settings, to nuking the graphics drivers with DDU and then installing drivers that are over a year old.
I have finally narrowed down the issue to something that is running on my PC, as the problem disappeared when I booted with diagnostic startup enabled in system configuration. I just can't figure out what specific service or program is causing the issue at this point.

If anyone has any idea of which of these could be causing an issue, your help would be appreciated.

Windows 10 Pro Version 20H2
Ryzen 9 5900x
x570-A PRO motherboard
32GB RAM @ 3200mhz
RTX 2080Ti
GeForce Game Ready Driver Version Version 512.59
