I'm trying to fit a 2.51 GB .mp4 file and four ~220 MB .pdf files into a flash drive that's just 240 MB.
I'm using 7zip on Windows 10 and I know for a fact that it's possible to do extreme compressions because of the existence of files like "42.zip".

If that was going to work, why would they not have incorporated 7zip into the mp4 standard? Do you think they just liked having big mp4s that take more time and money to store and transfer?

The .mp4 is already compressed nearly as far as possible. Video and audio codecs don't waste space, so the file already has high entropy. That is to say, the data looks like randomness, and due to the lack of patterns, does not compress well at all.
If you compress it with any of the best file compressors under the sun, including 7-zip, chances are the archive could even end up being bigger than the original file.
The .pdf files sound like they're scans so they contain a sequence of images. Just like the video, they also have fairly high entropy and won't compress well either.
The "42.zip" file is known as a zip bomb. The data it compresses is extremely low entropy (e.g. huge files with only zeroes), so it compresses extremely well.

42.zip is recursive and redundant. You cannot compress mp4s meaningfully further, as they are already compressed. Some pdfs are also compressed. 4GB flash drives are so cheap they don't even sell them anymore, just go buy a 64 or 128 gig one or use the cloud tm.
