1. render the anime girl
2. use edge of objects/picture to your advantage
3. throw on a grain filter or some shit idk
4. add shadows if applicable

Same as shopping anything else, you adjust the colors to match the rest of the photo
For example, if your photo is of a cloudy day a brightly colored anime girl looks out of place the same way a person under direct sunlight is

0. choose anime girls that are drawn either with no/soft lighting or lighting that matches the photo
1. match the color of the subject and the photo by your technique of choice
2. add/draw shadows to match the background's lighting
3. like the first guy said, add some grain, it's really nice to look at

for matching a subject to a new background? there are tons of video tutorials using different programs, though i'm afraid i don't think the ones i know will be of any use to you because i use photoshop
for your very specific case though, i have never seen a video tutorial about that, you just have to adapt what you learned about matching them especially because all artists have different artstyles
