what can I use to organize an offline archive?

I want to formally build an archive of media that suits my tastes that I think will be lost or hard to access in the coming decades. Entertainment mostly: music, books, games, images, and the things you would need to view/access these files like a flash player and text editor. I am starting with a 1TB external hard drive and hope to eventually make a duplicate and bury a mature version of the archive in a cache on my land, and put it up for public access like to torrent somewhere.

Is there some program I can use to organize something like this? I know how to add metadata to songs, but can you do that for something like a .swf file so I can search my archive for "fast-paced games", even if some are in a "shoot-em-ups" folder and others are in a "restaurant management" folder? Or that I could search for "motivation" and find both motivating mp3s, pdfs, and jpegs?

Any tips regarding this type of project are welcome. I use mainly Windows and definitely want this to be a plug-and-go thing so that I could plug it into any random computer and access the files.
