Cut out caffeine, especially after morning, that shit can last 18 hours in your bloodstream. Don't lie in bed until it's time to go to sleep, you want to condition your brain to shut down when you lie in bed. Try meditation in the evening, try to learn to clear your mind. One thing that helps me with racing thoughts is to make myself good and bored, I'll put on some gentle music like Spanish guitar and do puzzles that I find a little too easy, until I feel myself start to get bored and sleepy, then jump in bed and often I can pass out.
If that fails, talk to your doctor, mine prescribed me trazodone, which is a cheap drug that was supposed to be a mild antidepressant, but the side effect it has means it actually works better as a sleep aid. Obamacare meant it was free, but even if I'd had to pay for it, it's not expensive.
