What programs should I use for making really large images (96k px by 36k px) out of small images (1k by 1k px) I drag in? Currently using GIMP and it's fine, though, it lags when I import or move the small images. Would Photoshop or some other program work better for this?
Alternatively, any ways to improve GIMP performance when importing and moving images?
Also also, are there any programs that are able to join 2 images without needing to make a project for them? I'll probably need to connect multiple of these big images later.

If your small 1Kx1K images end up neatly laid out like tiles in the 96Kx36K image, you're better writing a small script to concatenate the pictures together, rather than doing it manually.
If you need to be able to place them arbitrarily, you could work on the big image one smaller segment at a time and concatenate them with a script, just like above.
Alternatively, you may have an easier using a vector editor such as Inkscape.
If it's just a matter of importing and placing images without any further editing, it'll work great for this purpose.

As for working with smaller parts and then combining them, that would be useful, but I was curious as to how I would do that. Would I need to write my own code, since, in that case, it would probably be much faster to just work slowly.
Also, I'll look into Inkscape, as most of the big image will just be the unedited dragged in images. If I need to and Inkscape doesn't allow basic edits after, I can just import it back to GIMP.

I just tried out building a large collage with Photoshop, Gimp and Inkscape.
Photoshop works like a charm.
Gimp lags pretty hard.
Inkscape is really fast so it's worth checking out but I'm not sure if it supports your every need.

And to merge pictures you should use image magick. Just google what you want to do with it.

I tried importing my current progress into Inkscape, but it couldn't really load it. Still need to try to run it from scratch and I might go with that since I haven't done much anyway, but I'll do some tests on photoshop as well.
