How can someone go about reporting a website that markets towards children but has a lot of inappropriate content for people under the ages of 18? itch.io for example

itch.io isn't marketed towards children.
It's just a website that children will tend to gravitate towards because of all the free shit.
The same goes with any other website or game that offers things for free.
If it's free to use/play, kids are gonna use it.

If a website is actually meant to be used by children, there will be proper protections in place.
There should be some way on the website itself to report if there's inappropriate content.

There's no authority that ensures the entire web is safe for children.
That's on you to use parental control.

itch.io doesn't market towards children and you can't even acces nsfw content from the website unless you specifically search a nsfw tag.
There's hundreds of different software solutions for parental controls and anyone is free to use them.

Set up parental controls for your kid with filters for different sites and different keywords. If you don't know where to start, a quick google brings up several. Install an adblocker as well, preferably uBlock Origin, so you can block malicious or pornographic ads as well.
As for reporting, there's nothing you can do unless they're breaking the laws of whichever country they're hosted in. Itch.io isn't actually doing anything wrong. Your best bet is to contact the administration of itch.io and express your concerns about the ease of access of 18+ content.
