If it's a desktop PC, it might be something as simple as reseating the graphics card. Just unplug it from the motherboard and plug it in again.
You'll fix it eventually, no worries. Maybe download new graphics driver's aswell.
Try this:
If your processor has built in graphics - unplug the graphics card and boot the computer. Let the processor take care of the drawing. If the problem disappears you can be 100% sure it's the GPUs fault and continue troubleshooting from there
