Just because a song emphasizes the offbeat in a passage or two doesn't make it ska. I certainly wouldn't call your example ska.

Of modern ska? It should sound more Jamaican or tropical, and is typically punk-esque. Think Sublime or Slightly Stoopid. It peaked ~20-30 years ago. The only modern band I know of is some small band I saw playing at a bar once.
