Apparently, what's needed is for someone to buy the book and then scan it to be uploaded to a site such as e-hentai.org . Despite it's name, there are a bunch of non-hentai items at that site including a huge collection of artbooks and "how-to" instruction books. Even some game manuals are archived there as long as those games originated in asia such as sega or playstation games.

Many artbooks don't have an ebook version unless someone scans the printed book. Each page then corresponds to one image file.

E-Hentai forums has the solution as there are multiple who buy and scan. If you pay them to buy it plus their commission scanning fee, they will get the scanned files to you at any of several free online download sites.

Sakuraso is a reliable scanner with clear terms and example scans for inspection. Of course you can inspect the galleries of RAWs as well to evaluate the scan quality.
