You want webm. So, what is your source material? The world isn't so kind as to serve you exactly sized video clips reading your mind. You use a video program such as Premiere to copy out a section of MP4 (or MKV) video that you want to convert into webm. So, let's say you have LotR:Rings of Power episode 4, and you want a webm of the death scene of Tar Miriel. Your file is 2GB size so you cannot upload it to an online site, so you must use a downloaded program to chop out the clip you want and save it as MP4 before you then either upload it to a site for conversion or use Premiere to save that clip as webm.
