How do I replicate this rainbow shimmer effect?

I'm looking to make a static image into an animated gif with this same style of rainbow shimmer. Is there a program or website I could use?

a brute forced way is to take a rainbow image, open it in gimp, rotate the hue by some amount, and save the image.
do this for different rotations and save the output to numbered files.
there are programs to make this into a gif. i use imagemagick. there are websites too.

It's not quite the same effect.

Here's a little script that does what you want:

I generated picrel with it.

You'll need Python, numpy and Pillow.
You can either change the values of INPUT and OUTPUT, or run it with arguments:
> python rainbow.py input.png output.gif

Here it is with at 50 fps, with 64 colors instead of 16.
That makes it quarter speed, but still smooth.
