All the people uptalking and "eliding questions" use it interchangeably and wouldn't know the difference, as we see more and more WRITTEN uptalk, despite it being, theoretically, a pronunciation phenomenon.
They both stem from the same low IQ principle of being unable to form proper sentences in your head before saying things, and then manifest themselves as written language because people hear it so often it becomes "normal".
