If so, maybe the genre is "ambient".

Sounds like Ambient, yeah. There are artists that fall under "Post-rock" that have this sound. Also certain "Dark Ambient" and drone artists like Thomas Koner and Sleep Research Facility. Genre labels aren't fully indicative of certain sounds, you'll just have to fish around. The second one has too much talking though.

There's also certain "dub techno" or ambient techno artists that might have the sound you're looking for, as well as certain "IDM" artists.
I also have to add that your first video somewhat reminded me of Biosphere, for the cold soundscapes.
