hey, i want to upgrade my CPU and is currently using an i5 4460 (1150 socket)
my budget is around 250 bucks
can i get a new motherboard, 16 gigs of ram and a better CPU with that?
i could buy an i7 4790k, it's way better than my current CPU but is kind of a waste of money because i'll have to change my motherboard ram and cpu for the next upgrade anyway
wat do?

If you can get an i7 for cheap (like $10-20), then get it. Same goes for RAM.
Don't bother with the mobo unless it's broken. Even then just save for something newer. Look for someone's Ryzen doorstop.

estimated prices
entry level mb $140 to $170
cheap memory 2x8GB $40

leaves $40 to $70 for a new cpu but you're looking at north of $100 for a half decent chip. You could probably get a cheap cpu for like $60 but you'd regret it in years to come and it looks like your upgrade schedule will give you all of those years to regret it. The higher end of cheap will be better for you since it doesn't look like you're the type to replace a CPU before they start getting really expensive because they're 7 years obsolete and will cost more than if you had bought better in the first place.

That's a perfectly cromulent solution if you can get one for $90-100 and set the
multiplier to 4.4GHz all cores, the power limit to 100W and the turbo duration to all-day. This is achievable with a cheap motherboard, air cooling, and otherwise stock settings, including stock voltage. This is on-par with a 3200G/3300X, despite 3xxx being six years newer.

You need a wanky motherboard to overclock a 4790K properly, but any random B85 will be able to set the all-cores multiplier, which is entirely adequate.

Yeah but you'll do that anyway, and you'll probably have to change the PSU to get ATX 3.0 for whatever GPU's around then, and you'd have to get that GPU, and all that leaves is the case and some old drives that you should replace for reliability and performance reasons, so really you should just get a case as well, and find someone to give/sell your old PC to. Upgrading is a scam, unless your PC has an obvious deficiency that it shouldn't have had in the first place.

Yes. Mainly because there's some CPU market competition, and RAM prices have tanked.

Bear in mind that AM4 is a dead-end platform, so you can come back and put an expensive AM4 CPU in it, but you won't be able to use your DDR4 RAM in a modern DDR5 system.

Don't forget to look in your BIOS and see what overclocking options you have. Unless you have an expensive enthusiast motherboard with a z-chipset, you probably can't set the voltage in the BIOS (but you might be able to in Throttlestop). What you almost always can do is set the multipliers. 4790k is 4.4/4.3/4.2/4.1GHz depending on how many cores are busy, but you can set it to 4.4/4.4/4.4/4.4GHz and it's not even really an overclock, more of an over-TDP. So long as you've got a halfway decent cooler, this is a super-easy way to get 5-8% more performance for absolutely nothing.
