It's meant for simple animations like pixel art, in which case it can be lossless.
Regular video codecs can encode motion vectors, but GIF can only encode pixel to pixel differences.
That makes it unsuitable for full motion video.
One strategy might be to stabilize the camera movement (e.g. with Warp Stabilization in Premiere/After Effects).
That would reduce pixel differences, but it would make the info bar move all over the place.
