While episodes directors have primary responsibility for their episode(s), in a normal production they are answerable to the director and are expected to work as a team with him and the other episode directors.
In Space Dandy they were not, they were all well-renowned directors in their own right, working alongside equally prestigious writers and animation directors, and being given essentially free reign with the script, animation and continuity, so long as their episode included the three main characters.
Can't be arsed checking this yourself? Just look at the full staff on something like AniDB, and look at the *shape* of the credits. Pic related, it's Cowboy Bebop, Azumanga TV, and Space Dandy. See how one looks nothing like the other two? It will also look nothing like any other TV anime you choose to have a look at.
