Because GB != GiB.
There are 1024 bytes in a kibibyte and 1000 bytes in a kilobyte.
512 GB*1000*1000*1000 = 512000000000 Bytes.
512000000000/1024/1024/1024 = 476.84 GiB.
You're not missing a single byte.
If anything, you probably even have a bit more.

Because they were invented during your lifetime by storage device marketing departments.

When you buy a "8GB DDR4", you get exactly 8GB, or 8589934592 bytes. You do not get 7.45GB-claiming-to-be-8GB, you get 8GB.

Here's people complaining about it in 2007, when the hard disk companies really started pushing "tebibytes" so they could lie about how big their disks were:

Adding on to what these anons (>>1379860 >>1379876) said, formatting takes a chunk out of the usable space too. The marketed capacity is the RAW capacity in GB, before it's formatted with a filesystem that makes it usable.
