Anyone here who can identify the anime sample used in this song?

One of my hobbys is finding the samples used in various songs but this one has perplexed me for a while. All I know is that the sample used is most likely from an old anime that came out before August 11 2008

After using ultraedit for a bit I noticed it sometimes failed to find japanese text that was clearly in the subtitle files. This is troublesome since that means I can't 100% trust the results it gives.

You are correct, ultraedit found it 1139 times but from what I mentioned above it could be more.

The only way I can think of finding this is by finding someone who can possibly recognize the voice.
I try to keep asking goreshit as a last resort, there's a risk he might have forgotten since the song is way over a decade old.
