Are there any OSINT tools that can do anything useful with a dynamic IP address? It can't reveal your location, it can't do anything. Only a government could use it against you but that's not what I'm asking.
How would someone use a random IP address coming from a pool of IP addresses? It's location points to a nearby datacenter assigning addresses to thousands of clients and it's almost impossible to point it to a person if it leaked from somewhere. It might have been used by 10 different people in the last month, no way to know.

Am I missing something?
