It's a short (1-2sec) loud DING, not a bell ding but one that could be used in a circus/theatre when something gets revealed. Sounds really old, like it was made for a kids software in the 90's

Used pretty often in low quality youtube/twitter cat video "memes" (pic related) mostly when an image comes on the screen in one frame.
