You can argue that it's badly explained, since most people see "round" and assume classic rounding. But it says round "up" to the nearest.
If you have a goal and you don't pass it you failed, passing is the important part. Hence you even if you just are 1 cent over the neares number you round up to the next one. $9.01 -> $10.
Takes some getting used to.
